The process “x” failed to create System.PropertyBagData

Often occurs because WMI perf counters are disabled. Modify the following registry value.
\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\PerfProc\Performance, Disable Performance Counters from 1 to 0
